MEMORANDUM

November 27, 2019

The Florida Department of Education is seeking written comment on the Strengthening Career and Technical Education Act for the 21st Century (2018) (Perkins V) accountability indicators and state- determined performance levels from all stakeholders identified in §122(c)(1)(A). As you may know, §113 of Perkins V identifies core indicators of performance for secondary and postsecondary career and technical education (CTE) programs. The purpose of these indicators is to “to assess the effectiveness of the State and the eligible recipients of the State in achieving statewide progress in career and technical education, and to optimize the return of investment of Federal funds in career and technical education activities” (20 U.S.C. § 2323).

The State’s measurement summary and proposed targets are available at the following site: http://fldoe.org/perkins. See heading for “State Plan Review and Comment.”

We invite all interested stakeholders to provide comment on how our indicators and performance levels 1) meet the requirements of the law, 2) support the improvement of performance of all CTE concentrators, including subgroups of students as described in §1111(h)(1)(C)(ii) of the Elementary and Secondary Education Act of 1965, and special populations, as described in §3(4) of the same, and 3) support the needs of the local education and business communities.

Written comments will be received through Friday, December 20, 2019. If you have additional questions regarding the public comment process, contact Perkins@fldoe.org.
