The 2022 Florida Legislative Sessionofficially began on Tuesday, January 11, 2022.
During the 60-day session – ending on March 11, 2022, legislators will take action on various issues — from the state budget to K12 education funding. Much of the focus will be driven by the agenda that Governor DeSantis released in December 2021. His proposal included, among other things:
- The second round of bonus checks for teachers and principals
- $600 million – a $50 million budget increase over the past year – for teacher pay
- An increase in per-student funding to $8,000 per student
- $421 million for school safety and mental health initiatives – those include safe schools program, menta; health, and school hardening grants
- Fully eliminate the Florida Standards Assessment and implement progress monitoring in its place
Our Legislative Priorities
Using feedback from our member charter schools — their principals and governing board members — the Florida Charter School Alliance developed a list of priorities for the 2022 Florida Legislative session. Among the priorities that members identified, clarifying district responsibilities ranked on the top of the list – in particular, district overreach during the charter renewal process and requesting reports not required by state statute.
The FCSA advocacy team represents the Florida charter school movement in Tallahassee and is tracking all proposed bills (listed below) that impact K-12 education and charter schools. Throughout the Legislative Session, we will provide members with weekly updates. We may ask for your feedback on proposed legislation. Your voice is critical in this process – let us know if you support a bill or have concerns. We will relay your input on a bill as it goes through the legislative process. We may also ask you to contact your State Senator or Representative about a bill.

HB 225 SUMMARY ANALYSIS:
Charter schools are public schools created through an agreement, or “charter,” with a sponsor. The charter provides the school flexibility relative to regulations created for traditional public schools in return for a commitment to higher standards of accountability. The term of a charter is five years, excluding two planning years, and a charter may be renewed for another five-year term or a 15-year term if certain conditions are met. The law allows for a charter to be modified, including consolidating two or more charter schools and provides procedures for terminating or nonrenewing a charter.
The bill revises these provisions to:
- specify that a charter may be modified at any time, during any term;
- require that a request for the consolidation of multiple charters be approved or denied within 60 days after submission of the request;
- require that any sponsor who denies a request for consolidation to provide the charter school’s governing board with the specific reasons for the denial within 10 days;
- specify that a sponsor provide notice to a charter school of a decision to renew, terminate, or not renew before a vote and at least 90 days before the end of the school year; and
- provide for the automatic renewal of a charter if notification does not occur at least 90 days before the end of the school year.

About the Florida Legislative process:
How an Idea Becomes a Law (www.MyFloridaHouse.gov)
Either house may originate any type of legislation; however, the processes differ slightly between houses.
A legislator sponsors a bill, which is referred to one or more committees related to the bill’s subject. The committee studies the bill and decides if it should be amended, pass, or fail. If passed, the bill moves to other committees of reference or to the full house. The full house then votes on the bill.
If it passes in one house, it is sent to the other house for review. A bill goes through the same process in the second house as it did in the first. A bill can go back and forth between houses until a consensus is reached. Of course, the measure could fail at any point in the process
Once the House and Senate pass an identical form of a bill, it is sent to the Governor for his signature. The Governor has 7 days to either sign or veto a bill.
If the Governor signs the bill, it becomes a law. A bill may also become a law if the Governor does not sign or veto it within 7 days after it has been presented (note: if the Legislature adjourns or takes a recess for more than 30 days during that 7 day period, the Governor has 15 consecutive days from the date of presentation to act on the bill). If the Governor vetoes the bill, it will require a 2/3 majority of both the House and Senate to override the veto.
