Lynn Norman-Teck

Lynn Norman-Teck is the Executive Director of the Florida Charter School Alliance, where she brings a deep commitment to education and two decades of experience supporting charter schools across the state. A charter school parent, Lynn has worked closely with schools on community engagement, crisis communications, branding, and marketing strategies aimed at strengthening school-community engagement. Before joining FCSA, she served as Press Secretary for the Miami-Dade County Mayor’s Office (2001–2004) and as Media Relations Manager for Miami-Dade County government, where she led communications efforts for one of the largest counties in the nation. Lynn’s combined experience in public service, media, and education advocacy uniquely positions her to lead FCSA’s mission to support and promote high-quality charter schools in Florida.

Ralph Arza

Ralph Arza leads the Florida Charter School Alliance’s (FCSA) advocacy efforts at the federal, state, and district levels. With a deep background in both education and public service, Mr. Arza brings decades of experience to his role.He began his career as a Social Studies teacher at Miami Senior High School, where he served for 18 years. In 2000, he was elected to the Florida House of Representatives and was reelected multiple times, serving until 2006. During his tenure, he chaired the Education K-12 Committee and became a key education advisor to Governor Jeb Bush. He also worked closely with then-Speaker of the House Marco Rubio on education reform efforts. At FCSA, Mr. Arza oversees district and authorizer outreach, as well as local and state government relations, working to strengthen support for Florida’s charter schools.

Leicha SanMiguel

Leicha SanMiguel joined the Florida Charter School Alliance Team as our Membership Services Director. She brings 32 years of experience, which include years spent teaching in middle school science and english language arts. During her years in elementary school she taught 6th, 5th, 4th and 1st grades. She served as a building level principal for several years and received recognition from the State of North Carolina for improving struggling schools. She was selected as one of three principals in the state of North Carolina to be featured in the 2009 UNC-TV/PBS documentary The Principal Story. The series highlighted the exemplary leadership of administrators and examined how principals create successful learning communities in their school environments and foster high student achievement. Selected by peers out of a pool of approximately 25 principals, she received recognition as the 2005 Burke County Principal of the Year and is a long time member of various educational organizations – which support best practice instruction and leadership. Most recently, she served as Director for Professional Development, New Principal Support and New Teacher Support for Burke County Schools, North Carolina. She is looking forward to using her knowledge to advance the work of FCSA because she believes that all children deserve a high quality education.

Dr. Tony Arza

Chief Strategy Officer

Dr. Tony Arza is a passionate advocate for education, believing it to be society’s greatest responsibility. He currently serves as an Education Consultant with Mountain Moving Strategies, Inc., where he supports educational institutions across Florida, including post-secondary organizations, in advancing their missions and improving outcomes. Dr. Arza previously served as an educator at True North Classical Academy charter school in Miami-Dade County. His commitment to service began early—at just 15, he founded Mountain Moving Ministries, a non-profit organization that enabled him to lead mission work in Uganda and Honduras. His lifelong dedication to education and community empowerment continues to shape his work today. Dr. Arza earned a double major in Philosophy and Theology from Franciscan University of Steubenville. Afterwards, he received his Master of Theological Studies and his doctorate from the John Paul II Institute at the Catholic University of America. His dissertation is titled “The Fate of North America: George Grant’s Concept of a Civilizational Destiny.” Dr. Arza believes that a philosophically informed education is the spring of a civilization’s destiny. Therefore, the health of a civilization is linked to its ability to introduce children to the mystery of being in its totality. Most importantly, Dr. Arza is an advocate for the recovery of metaphysical philosophy in the public sphere; therefore, the opening of the American mind to the forgotten questions that animated Western civilization at its origin.
